Today, on December 4, we started trainings for representatives of amalgamated territorial communities of Vinnytsia region within the project “The educational system management of local communities: V4 countries experience for Ukraine”.
The project is implemented by NGO “Resource and information center “Communities of Vinnitsya region” with the support of the International Visegrad Fund.
The training was attended 30 project participants from 16 amalgamated territorial communities of Vinnytsia region, namely representatives of local government bodies, educational institutions and public members.
On December 4, the project organizers opened the training with welcome speech.
Andrii Kavunets, Chairman of NGO “Resource and information center “Communities of Vinnitsya region” told project participants about the following: “Opportunity to obtain qualitative pre-school and school education is one of the core needs of citizens all over the world. At the same time, this is one of the most complicated and complex tasks for local governments. The analysis shows that today expenses on education make up the largest part of local budgets for most communities not only in Ukraine, but also in other countries. Therefore, this area has the greatest potential for optimization. Exploring, analysis and taking advantages of these opportunities is the main goal of the project entitled “The educational system management of local communities: V4 countries experience for Ukraine”.
Anastasiia Lanova, the project coordinator, presented participants the project concept: “Currently our project is in the main implementation stage. On December 4-6 we are going to have trainings for community representatives on management, planning and optimization of education system, including experience and best practices of the V4 countries. Trainers are Ukrainian international project experts. The closing International conference will be held on December 7”.
Olena Humenna, the project expert told the following: “The project experts have developed Methodological Guidelines describing current situation and existing range of problems in provision of educational services in amalgamated territorial communities. This guide presents a step-by-step way to collect and analyze data, and instruction on how to elaborate both educational network optimization plan and educational development strategy with the widest possible public involvement. Current situation and and best practices in provision of educational services in the V4 countries are presented separately. The manual is available for download on the official website of the project”.
On December 4, the project participants learned about the following topics: current status of education system in amalgamated territorial communities, diagnosis of conditions for community-based education development, SWOT-analysis, and optimization of educational network in the community.
Next 2 days of the training will cover experience of education system management in territorial communities of Slovakia, Hungary, Poland and Czech Republic.
